The National Tactical Officers Association (NTOA) runs a program called “Member Tested and Recommended” program, in which manufacturers submit products for testing and review by multiple NTOA members/law enforcement officers. The reviews are conducted anonymously, and comprise 13 different rating categories. Scores are tabulated on a 0 to 5 rating basis, and products earning 4.5 or higher get the top (Gold) rating. Ultra Cuffs received 4.53 (according to NTOA, no product has ever gotten a perfect 5).
